Jenna has been working tirelessly since she took office in January of 2023 to ensure the financial health and integrity of our county, implementing crucial reforms and initiatives that have improved the transparency and accountability of the Boone County Treasurers Office. Here are some of her key accomplishments during her tenure thus far:
Modernized Investment Policies- Jenna updated the county’s investment policy for the first time in 11 years, ensuring it aligns with best practices and industry standards. Additionally, she created and implemented an ethics policy that prohibits anyone involved in the purchase of investments with treasury funds from accepting campaign contributions from individuals or entities involved in selling investments to the county.
Established an Investment Review Committee - Recognizing the importance of oversight and transparency, Jenna established an investment review committee tasked with reviewing all investments purchased by the Treasurer to ensure they align with the county’s financial goals, policies, and risk tolerance. Prior to the creation of this committee, there was no transparency in, or review of, how the County Treasurer invested county funds.
Improved Communication - Jenna has prioritized communication with all county offices and fiduciaries to better understand their needs and budgets. By fostering collaboration and coordination, she has ensured that financial resources are available to support the work of these vital organizations.
Cash Flow Management - Jenna developed comprehensive cash flow models for Boone County, enabling effective management of liquidity needs while maximizing stable investment returns. This strategic approach ensures that the county’s financial resources are optimized to support essential services and projects.
Financial Growth- Under Jenna’s leadership the county has earned over $3 million in proceeds from safe, stable, investments, demonstrating her commitment to maximizing returns through daily review and management of the county’s cash needs and investment in securities that meet those needs.
